Too many kids are growing up without parents. Kidsave seeks global improvements in government policies and practice and works to ensure that every child, everywhere has the opportunity to grow up with a permanent connection to an adult, ideally a parent. In short - orphans and foster kids must become priorities of governments worldwide.
A primary way Kidsave seeks to help orphans overseas is by leadership in the Families for Orphans Coalition which is a group of organizations and individuals working to attract attention and resources to children worldwide who are growing up without permanent parental care.
The Coalition seeks to
- Create policy and system change so that the millions of orphans children growing up without permanent families worldwide will have an opportunity for permanent family care and lasting connections with caring adults, and
- Address barriers that place a child’s ability to be part of a permanent family at risk. Read more about the Families for Orphans Coalition »
Current Legislative Initiatives:
Working with several other child welfare non-profit, Kidsave has recently introduced two pieces of legislation designed to support preservation and permanent family care for kids growing up without parents in orphanages and foster care worldwide.
- Families for Orphans Act of 2009 (HR 3070; S 1458) - To encourage the development of a comprehensive, global strategy for the preservation of families and the provision of permanent parental care for orphans.

- Foreign Adopted Child Equality Act of 2009 (HR 3110; S 1359) - To provide United States citizenship for children adopted from outside the United States, prior to traveling to the US and for other purposes.

Domestic Advocacy Efforts
Kidsave works with local jurisdictions to identify issues that are barriers to kids in foster care moving into permanent families in a timely manner. We support community forums, testify at hearings, conduct research among providers, foster parents and kids, work with the media, city and county leaders to build awareness of problems in order to shine light on solutions and create change.
A 360 Degree Analysis of Permanency in DC

International Advocacy Efforts:
In Colombia and Russia, Kidsave is transforming child welfare practice by helping institutionalized children move into families in their own countries. Additionally our policy work in Russia has helped move over 300 children into patronaut families and passed legislation in the Smolensk Region placing family placement professionals in each orphanage, to continue family placement.
